WHO WE ARE

The Virginia Beach STRA is the collective voice of the VAB short-term rental community. We are residents, hosts, local businesses, and other advocates who understand and protect the rights of homeowners to responsibly rent their properties, who believe in fair and reasonable regulations of short-term rentals, and who depend on the value that private hosting brings to the Virginia Beach economy. City of Virginia Beach Short-Term Rental Regulations

Short-term rental zoning permits are required to operate STRs in Virginia Beach. Permit eligibility is limited to the following:

Grandfathered properties

  • Any STR registered with the Commissioner of the Revenue’s office prior to July 1, 2018, and for which all applicable transient occupancy taxes were paid. Must meet the conditions of section 241.2 of Virginia Beach City Code. (Expansion of property by certain amount will get grandfather status revoked.)
  • Properties that were granted an STR conditional use permit (CUP) from the City Council before Sept. 7, 2021, and are not located within an STR Overlay District. Must still meet the conditions of their CUP.

Sandbridge Special Service District

All properties located in the Sandbridge Special Service District are eligible for use as an STR; however, the required STR zoning permit must be obtained and all applicable Commissioner of the Revenue requirements must be met.

City Council granted STR Conditional Use Permit 

These properties fall in an STR Overlay District (currently only the Oceanfront Resort STR Overlay District) and were granted a conditional use permit by the City Council at a public hearing. Must renew their STR CUPs every five years and obtain yearly STR zoning permits.

REQUIREMENTS:

You may operate a short-term rental only if you have all the following:

Short-term Rental Zoning Permit 

Sworn Statement Form

Life-safety Inspection Report

Structural Safety Inspection Report

Parking Plan

Insurance Policy

Proof of Current Short-Term Rental Registration

Proof of Transient Occupancy Taxes Paid
